To unlock the nine star tempered Kirin quest (Thunderous Rumble In The Highlands), successfully complete the story and reach Hunter Rank 49 to unlock it as a main assignment on the questboard. This will make future Kirin encounters much easier. You also unlock the Thunderproof Mantle after completing the quest, when you report back to the Impatient Biologist.
